Dialogs trigger both their context menu and the one of the panel

Hi!

When configuring a PanelContainer with hideCloseButton: true, if you float this panel in a (normal) dialog, both the context menu of the dialog (with options "Close" and "Open in new window") and the menu of the panel (with only "Open in new window") appear.

This is usually not visible, as the dialog's menu hides the smaller panel's menu, but they are still both there. I edited the opacity to make it visible:
