Moving SerialPort to the nodebots org

I want to move SerialPort to the nodebots org for the following reasons.

1. It's a single repo, I played with many repos but have settled on a monorepo, with npm scoped packages @serialport/bindings etc
2. It's got it's own github org, but node-serialport/node-serialport is silly compared to nodebots/serialport
3. it's core nodebots infrastructure, I can't think of a better home for it

I floated this at the j5 summit at jsconf-us 2018 and got good reception. With no pushback here I'mma just gonna do it.

To make it happen I want to make sure I know who all the admins are and see if they still want to be admins.
