Remove @Starefossen from PR notification list

Description

Remove @Starefossen from the body of PRs automatically created by the .github/workflows/official-pr.ym workflow in the repo docker-library/official-images, for example docker-library/official-images#21156.

Motivation and Context

@Starefossen was dropped from the list of maintainers, through PR #2383, merged on Mar 4, 2026.

Leaving them on the PR notification list is inconsistent if they are no longer involved.
