Bumps the latest Node release pointers from v26.2.0 to v26.3.0 so dist/download redirects and “latest” API docs resolve to the new release.

latestVersions.json updates latest, latest-v26.x, and node-latest.tar.gz to v26.3.0. fileSymlinks.json repoints node-config-schema.json to nodejs/release/v26.3.0/docs/node-config-schema.json. cachedDirectories.json adds v26.3.0/ under release (and docs) listings and refreshes timestamps/sizes for release index files and node-latest.tar.gz.

wrangler.jsonc only reformats the existing nodejs.org/node-config-schema.json route entry; routing behavior is unchanged.
