Intent to Implement: The 'flaky' test feature

Hi team! 👋

I was going through the old meeting minutes from January and noticed that there hasn't been any recent activity or open PRs for implementing this flaky proposal yet.

Since I recently worked on the expectFailure feature, I'm very interested in picking up the flaky implementation for node:test as my next contribution!

@JakobJingleheimer / @vespa7 - I am planning to start drafting a PR based on this document. Just wanted to check in here first to make sure I won't be duplicating any local work or stepping on any toes if someone is already secretly working on it. 😄
