wiki(ci): toolchain 1.99.0, and the three load-bearing details in the deb pipeline Pin raised 1.91.1 -> 1.99.0 (noetl/cli#94, noetl/ai-meta#398); the whole fleet is now on one pin, so a Rust release cannot turn a gate red on its own. Cost was one measured lint. Documents the two-architecture build-deb matrix added in #93 and the three things in the apt indexing step that are easy to undo by accident: --multiversion, --arch, and writing Release via a temp path. Each corresponds to a published-repo defect that noetl/ai-meta#390 tracked. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
wiki: document the CI gate — clippy now gates on this repo Written from the diff rather than from the central ai-meta log, per agents/rules/change-documentation.md: a reader opening this repo should get what changed HERE, not the cross-repo narrative. Records the guard and what it exists to prevent, which is the thing most likely to be deleted as noise later: why each clippy -A carries its reason, and (where applicable) whether the toolchain is pinned -- an unpinned lint set means main can go red with no code change.
