After upgrade we are not getting any notification that we need to refresh the UI (2nd screen)

Actual behavior

1. after upgrade we are not getting any notification that we need to refresh the UI on sessions which did not perform the actual upgrade.

Expected behavior

1. we should get notification on the UI on all session which the version does not match the BE version (and lock it) after upgrade

Ohad & Nimrod saw the bug.

Can either do it by using the read_system returned version, or better, on an RPC reconnect can return the server version.
