Improve active and inactive editor line number highlighting

Inactive editor line numbers are currently using nord4 with a opacity of ~40% as foreground color.
Also the theme key for the active line number is not yet supported.

This will be changed to use nord3 for inactive numbers while also adding the theme key editorLineNumber.activeForeground using nord4 as color.
