[IDEA] Make the intensity of the SCP-1344 effect determine how long orbs appear.

Goal Description

Players ask a lot about the possibility of undoing the SCP-1344 nerf. While the effect's visuals are clientside, if they were based on the intensity of the effect, plugins would be able to do so.

Notes

• Intensity / 100 is a percentage of time the orbs should appear during each "update" interval of the goggles.
• So if the interval is 10 seconds, an intensity of 30 would make them appear for 3 seconds.
• An intensity of 100 would make them appear constantly like they used to in the past.
