This pr adds an overview of the TUF + Notary design. It was originally posted as a Google Doc: https://docs.google.com/document/d/13pChq3J97HmVYbAp-fB_ZH2dCN1pXGzPHlht8JM5_Bo/edit#, and there is some initial discussion there.
