Add locality and reference field help text

Closes #805

Summary

• extend the shared field-info catalog with locality and reference descriptions sourced from the legacy Pantherion manual pages
• keep create/detail locality and reference forms using the existing label help tooltip behavior from Add field info help text #1157
• show the same help icon in small add/edit modal fields such as reference author fields
