[QUESTION] npm-deprecate docs question around "version range"

What / Why

Over in palantir/tslint#4534 a newer minor version published after deprecating the whole major version range was not marked as deprecated.
Does the command only apply to currently published versions?

Yes, it only applies to existing versions. If you publish a backport, you have to manually remember to deprecate it too.
