Scroll anchors disappear behind sticky header #1428
Description
Currently anchor links don't behave properly in any browser. They always scroll to the top of the page, hiding the anchor behind the sticky header. There is scroll-margin-top, which is also set, but it doesn't do anything. I suspect there is some JavaScript hijacking the behavior, but I can't find it.
