Reword options in versions modal

Instead of All | Low it should be Excluding low | All or similar

#1725 only partially resolved this issue, so should this be reopened?

Because All would imply showing all version, but currently the Low option is actually the one that shows all versions

I hadn't used this screen myself until seeing this issue and checking it out.

As a newcomer to the versions modal, it did take me a bit to understand what was meant by the different options for Usage, and I agree the options labels were counterintuitive for me.

My suggestion would be to keep the Usage label, but adjust the button labels to:

Popular | All
or
Most Used | All

I would also suggest rewording the Usage helper popover's text to coincide with the default state of the toggle and explain the alternative state - perhaps something like "Exclude version groups with less than 1% total downloads, or show all."?

On https://majors.nullvoxpopuli.com/q?minors=false&old=false&packages=vue it's "Hide <1%" vs "Show <1%" but it's a toggle rather than a tab group there.
