Cooldown on scouting locales

Description
I can't scavenge 2 locales (like abandomed sewers) in quick succession. The game doesn't tell me about that there's a cooldown but by looking in the console, there's clearly a cooldown going on.

Edit: same thing happens on fleeing and fighting pest blockages.

Thanks for the details! I finally figured out why this is happening. I'll look into fixing it as well but the fix is a bit involved so it won't make it to the next bugfix update.
