Provide configuration options on nx.json to disable AI features

Nx has being providing more and more AI integrations in the form of an MCP, skills and instructions in general.

This is great and all, but, as most things Nx, it is done in a vary opinionated way, which is ok, until it's not. Not having the option to opt out of these features causes some problems:

1. The VSCode extension constantly nags with notifications about configuring AI or updating outdated instructions;
2. Some projects have specific (and managed) AI setups and Nx can mess them up (I constantly have to turn back PRs because of skills/mcps settings changed by other team members because Nx prompted them to and they casually just clicked "yes");
3. I've cought the Nx extension silently modifying my mcp.json file on startup;
4. We just may have some very specific ways of doing things in the repo and Nx forcing its instructions confuse agents.

I'm not aware of any option to disable AI features. I apologize in advance if I missed them, but I've searched the VSCode extensions settings page as well as the schema for the nx.json file.

I believe it would be very welcome for some teams if they could disable all AI options (fine-grained settings would be even better). The nx.json files seems the perfect place for that.
