Specifying exact versions in version plans

I would like to be able to specify an exact version to increase a project to in a version plan, primarily for initial releases.

We have a lot of internal Angular-specific packages that set their major version to the Angular version major. When creating a new project, we set the initial version to 0.0.0 until it's ready for a release.

The version plan merging would work the same way it does now: apply all modifications to the current version, then choose the highest result. For example if plan A specifies 21.0.0, and plan B specifies 19.0.0, the resulting version would be 21.0.0. If the current version is 22.0.0 in this scenario, the final version would be 22.0.0.
