Make @nx/eslint optional dependency for Cypress and Playwright plugins

We migrated to oxlint and we want to reduce dependencies footprint. There are still many eslint related dependencies downloaded because of cypress or playwright plugins. I've noticed that other @nx packages declare @nx/eslint as optional peer dependency but cypress and playwright plugins declares it as direct dependency for some reason.
