The 2x3 dot grid icon (drag handle) that appears on blocks/items is not actually draggable. It looks like a drag handle but does not function as one.
Expected Behavior
The drag handle should allow users to grab and drag items to reorder them.
Actual Behavior
The handle icon is present but clicking/dragging it does nothing.
