- Add requires_llm_provider tag to tests needing auto-detected providers
- Skip LLM reranker and router auto-detect tests when no API keys set
- Remove unused Context alias in pipeline_test.exs
- Simplify CI to single Elixir 1.17/OTP 27 version
- Remove matrix testing and lint/dialyzer jobs
- Delete duplicate ci.yaml workflow file
