Preserve selected project app config in staged static sources so
generated package and monolith artifacts keep repo settings
available for Mix tasks before the generated application boots.

Declare an explicit build_path in generated mixfiles to avoid
false-positive Mix warnings about projected child app ids.

Add regression fixtures and projector tests for package config
bootstrap, ecto_repos overlays, repo priv layout, and stale
output cleanup.
