Create the skeleton of the frontend subproject.

This project is for frontend server. Clients use the services like account, card, insurance, etc. through the gateway. So clients have to request data to the gateway. And this project will be developed using React.js and Bootstrap.

The following is the list what you should do.

1. Install the react.js latest version.
2. Write an index page to test if it works.
