Domains in user custom categories are not blocked

Environment:

• OS name: Ubuntu
• OS version: 24.04.1
• Architecture: amd64
• ntopng version/revision: ntopng edge v.6.2.250401

What happened:
I added some domains to the User custom category 1 like this:

I also applied the block policy to this category for all non-assigned users. That works for pre-defined categories like charm:

Somehow, clients can still access domains listed on this list. I can see corresponding domain names in the Info column in the live flow window.

How did you reproduce it?

Reproduce the steps from above:

1. Add domains to User custom category 1
2. Apply block policy for this category and non-assigned users
3. Use a client that the policy should apply to and navigate to one of the given domains

Expected behavior: domain is blocked
Actual behavior: domain is not blocked and websites loads as normal
