feat: expand downtime for alarms #51
Description
Very early in the morning we don't get many chat messages, so it goes off for not getting something every 5 minutes often. We should increase the 5 minutes to 30 or something.
Additionally, the API triggers daily for the "every 2 hours on the hour reset the services" routine. While I appreciate that it catches the API going down it should probably be down for several minutes before we alert the user.
