MAINT: Scipy openblas 0.3.27.44.4

Backport of #27140.

Update scipy-openblas wheels to 0.3.27.44.4. This contains the same OpenBLAS (0.3.27) as the current HEAD, which is the same one used in 2.0.0 and all subsequent releases and branches. Changes:

• Build aarch64 on github action runners, not travisCI
• Change linking to be absolutely sure we are not incorporating anything from libquadmath on windows, and remove quadmath from the licenses (issue Discrepancy between library information displayed by "pip show numpy" and actual installation #27080). cc @carlkl and @matthew-brett, this came out of their work on WIP: patch OpenBLAS build for quadmath symbols MacPython/openblas-libs#85
• Update the file name of libscipy_openblas in the bundled licenses (issue Discrepancy between library information displayed by "pip show numpy" and actual installation #27080)
• Add a test and back out changes to windows threading (issue BUG: Matrix multiplication in windows produces large numerical errors inconsistently in numpy >= 2 #27036). That comes with a performance regression on windows, but fixes wrong results.
