Make 404 page movie line i18n + custom movie line docs

Currently pre-shipped movie lines in 404 page are all English and no i18n feature is provided.

My own workaround (by overriding template file):

• Fetch i18n code and do a Array.prototype.filter() before random,
• Add a new lang field in quotes404.json to determine the language of the line.

Maybe More:

• When current page's non-English i18n code is not found in quotes404.json, fallback to en,
• Add a doc entry to instruct how to use custom movie line.

Implemented in #3052. It adds localized versions of all nine bundled 404 quotes for every currently bundled Blowfish locale, with exact-language, base-language, and English fallback, plus documentation for custom data/quotes404.json overrides.
