System-scope "all users" install defaults to current user folder

Describe the bug

In the Windows installer, when installing for "all users" (system scope), the installer defaults to a user path instead of a system path.

How to reproduce

1. nu-0.108.0-x86_64-pc-windows-msvc.msi
2. Advanced
3. Select "for all users"
4. The path defaults to %USERPROFILE%\AppData\Local\Programs\nu\ instead of ProgramFiles

Expected behavior

The path defaults to %ProgramFiles%\Nushell\ or %ProgramFiles%\nu\

Configuration

Tested with 0.108.0 and 0.109.1, nu-0.108.0-x86_64-pc-windows-msvc.msi and nu-0.109.1-x86_64-pc-windows-msvc.msi

Not happening to me when upgrading machine-scoped installation via winget, i.e. winget upgrade -e --id Nushell.Nushell -h (which was the issue with earlier versions).
