fix: Page becomes unresponsive after Nuxt Devtools loads

🐛 The bug

A page becomes unresponsive after Nuxt Devtools loads in development. I can't even open the browser's devtools to investigate memory leak with snapshots. The entire tab freezes completely.

After turning off Nuxt Devtools in nuxt.config everything works as aspected.

Maybe this issue is related to #761

Are you using useState and adding data? Then it might be the same problem as #936

Could be a problem in the Payload tab.

My company's project has several useState calls, but it was working fine before. This issue started happening after recent upgrade to Nuxt 4. I've never seen it on Nuxt 3
