Allow importing nuxi in in runtime if it's in dependencies instead of devDependencies.

Describe the feature

Hey, I'd like to be able to import nuxi at runtime in order to interact with another nuxt project at runtime. Is there a way to ignore the rollup errors about importing it or a better way to accomplish running nuxi prepare from another nuxt project? (trying to build layers and add them to another project)

I'm able to download a layer but once I copy it, it won't be built as it extends .playground in the tsconfig which doesn't exist unless I run nuxi prepare.

(There are 2 running instances of nuxt, 1 in manager and 1 in base. When a plugin is added via manager, it's downloaded as a layer and the nuxt config of base it updated to include it. Then it's built, provided the build is sucessful it then copies over the existing running instance of base and restarts the process.)

I think you could spawn another process instead... Have you tried this?

I don't think we'd support importing nuxi in runtime.
