sometimes not mapped to reduction privileges and whey they are, the base mapper ignores that mapping decision and always makes the exact instance

This PR is to add a new mapping API for Legate libraries. The goal of this interface is to abstract out verbosity of the Legion mapping API and provide high-level control over mapping to Legate libraries.
