This PR makes the "bgwork" tests explicitly control the presence of
"ucx"ininstall_info.networksin all cases. Previously, tests always simply assumed "ucx" was absent by default which fails as soon as testing happens on a system that does actually have UCX enabled.cc @mag1cp1n
