Should MAX_VLBA_BBC be replaced with MAX_BBC?

MAX_VLBA_BBC (14) seems vestigial and only used in a few spots. MAX_BBC (16) has replaced it in most places, including shared memory allocation. This issue comes up because the VLBAC has 16 BBCs (see vsi4 command), but racks that use original VLBA style hardware only have 14. The "extra" two are currently inaccessible in fivpt, onoff, and (partially) tpicd. There are no bbc15 and bbc16 commands in fscmd.ctl. As a work around, the latter can probably be remedied locally by adding them to stpgm.ctl.

The developers/users of VLBAC rack should be consulted before making any changes. Are these racks still in use?
