Reverts e6077caba1f8f83f43aaead93e503dfa5571c0dd / PR #3441.

Removes the Docker-driver sandbox bridge reachability preflight after it blocked onboarding with false host-firewall diagnostics. This restores Docker-driver gateway readiness to the pre-probe behavior while keeping later main changes intact.
