• Completes the #498 lifecycle-event vocabulary. review.finding (one per Round 1 code-review finding: provider/severity/message/round) and synthesis (phase/provider/count) now emit across the review, parallel, council, and debate workflows. Each synthesis site is guarded against its fallback branch so provider attribution is never wrong. octo-hud renders both, coloring review.finding by severity. (#553, #554)

Fixed

• /octo:plan signals degradation when native plan mode blocks artifact writes: it emits a visible "OCTO PLAN DEGRADED" warning and skips the write steps instead of silently falling through to generic native planning. (#514, #515)
