Single action requires too many routine work (type conversion, enabling conditions)

@akoptelov re: type conversion, a flat hierarchy using RTTI like what @dkuehr implemented in https://github.com/openmina/state_machine_exp would be one posible solution. I don't know if you had a better idea.

RE: enabling conditions, having more helper methods in the state would be helpful, currently there is lots of duplication in the enabling conditions code.

For routine work with "wrapping" action types we can have derived macros (e.g. for enabling conditions), though for conversion to the top-level Action that is not that simple.
