Display review period status

Depends on #2220 and #2225.

As an Administrator, I want the review period dashboard to display the current state of the review period at the top using the newly created stepper component so that I have a clear understanding of the review process stage.

Acceptance Criteria:

• The review period dashboard prominently displays the current status of the review period using the stepper component from Create review status stepper component #2220.
