Correct Certifications Display for Others

This one is a little bit of bug...a little bit of enhancement. Sorry. 😬

As a user viewing another user's profile, I should see an accurate listing of their certifications so that my understanding of their capabilities is not incorrectly influenced.

Acceptance Criteria

On the Certifications Card shown when viewing the certifications of other user's profiles:

• For each earned certification related to the profile being viewed:
• If a badge URL exists for the certification, it is shown with a tooltip that states:
  • The certification name (no label)
    • If a validation URL exists, link to it form the certification name
  • The date it was earned (labeled "Issued On:")
  • The date it expires (labeled "Expires On:")
• If no badge URL exists, simply display the information that would exist in the tooltip
