chore: delete superseded prettier config

Supersedes #2311 to get the build to kick off.

I noticed we have a second prettier config in the /web-ui/src directory. As far as I can tell this is not used, or should not be used, as it could contradict the prettier config we use with the yarn format command which sits in /web-ui.

Two commits:

• First runs the formatter against the web-ui portion of the codebase
• The second removes the two-year old config, and re-runs the format command with no changes.

I also opened a JSX file in the src directory afterwards to confirm saving the file with Prettier plug-in installed did not attempt to format the code beyond what our format command already does.
