New page with basic functionality for enhanced reporting for #2212. The changes to allow filtering by report period are complex enough I'll plan to split that into a separate PR. As a result, you'll notice I've disabled the report period buttons (the left and right arrows below the MemberSelector) for the moment and until report filtering comes in.
