tools.pm missing from CTAN / TeX Live distribution

The perl script eolang.pl as distributed via CTAN and TeX Live does not work, because the tools.pm is missing. It should be added with a package-specific name too (e.g. eolang-tools.pm) otherwise TeX Live will not include it.

xworld21 is correct that a name like "tools.pm" is too generic for TeX Live, so I'm glad you're looking into renaming it. Thanks to both of you! -karl (the main person who does the imports from CTAN to TL)

@kberry thanks for confirming the issue! I will soon release a new version, where tools.pm will be removed entirely
