What does this PR do?
Google's default alignment for metrics visualization is 2-minute fixed-width buckets. Change the default Redis Monitoring dashboard installed with the Observe GCP app to match that
Motivation
Decrease/prevent end-user confusion by matching our dashboard metric charting bucket/alignment defaults to Google's
Testing
Deployed from local to my eng Observe customer and verified both visualizations and OPAL had changed as expected
