Adds a testcase for the scenario described in ocaml#10509. The issue mentions that built artifacts are not being rebuilt when a new lockdir is introduced. But this test shows that the artifacts are being rebuilt. Perhaps this bug was fixed at some point, but I haven't bisected it. Signed-off-by: Sudha Parimala <sudharg247@gmail.com>
