Initial OHW24 updates in anticipation of opening of applications

Bare bones initial OHW24 pages and content, borrowing from the analog pages from late April 2023 (see PR #233 and the corresponding Netlify preview).

• Bare bones ohw24 front page. Trimmed sponsors section to known or possible sponsors, but only from the ohw23 list (ie, no new sponsors added)
• Added ohw24 organizers tags to people already in team.yaml. Used two tags: OHW24 Organizer - USA and OHW24 Organizer - Australia
• Info for Applicants page. I took the current FAQ content and replaced the top section with updated content from the April 2023 version.

The OHW24 OC team should add new people to the team.yaml file.

This will work to get us started. I'm wondering if we might want to explicitly separate out events in the long run, that way we can at least have pages for India and Spanish events.

Separating out ohw24 - usa vs ohw24 - australia but still within an ohw24 umbrella is one thing. Having pages for India and Spanish events is another. Ultimately, the latter have separate websites, but I do think having a small but clear presence and jumping off points on the ohw website for those events will be a good thing all around..
