toggle for shrinking does not work correctly 26.1.2

Bug description

as the title of this issue mentions the toggle keybind of the charm of shrinking only works when having the charm on while still normal sized, the toggle does not work for switching from small size to regular size

Steps to reproduce

install artifacts
install trinkets updated
equip charm of shrinking
bind the toggle keybind
use keybind to toggle from small to regular
doesnt work
