Release 1.3.2: separate dry-run from disable-send send modes.

Split PYMISSIVE_DRY_RUN and PYMISSIVE_DISABLE_SEND so dry-run keeps the
local-only pipeline while disable-send runs provider staging and skips only
the final confirmation call. Add provider guards, Django _disabled_send
handling, and send-mode tests.
