Release 1.3.9: skip body compilation on lightweight provider calls.

When get_serialized_data(attachments=False) is used for retrieve, cancel,
delete, and billing, body processors and first_document generation are no
longer triggered. Also uppercase Maileva postage_type, add a test
sleep_processor hook for timeout debugging, and allow null body_text.
