Various pieces of cleanup coming out of user testing sessions.

Impacted areas of website

Provide URLs and/or a description of where to look.

• Capture changes modal, help text for directories is moved into tooltips:

• GitHub users are sorted alphabetically
• Split "Make changes in Dev Org" and "Retrieve changes from Dev Org" into two steps

• Progress bar no longer looks clickable
• Cannot create Test Org if there are no task commits
• "Create Org" btns in cards are primary when that step is active

• "Review" -> "Test", "Reviewer -> "Tester", "Review Org" -> "Test Org"
• "Capture Changes" -> "Retrieve Changes"
• Success toasts disappear when another success toast is added
• Show "Check for Unretrieved Changes" as large btn when no known changes to retrieve
