fix: keep status URL aligned with daemon host config

Summary

• make ode status prefer the settings URL persisted in daemon readyMessage, so it reflects the host used at startup (for example ODE_WEB_HOST=0.0.0.0)
• keep a safe fallback to computed local settings URL when no ready message is available
• bump package version to 0.0.95
• keep packages/web-ui included in root typecheck and add DOM lib support in root tsconfig so browser globals resolve
