I haven't read the PR yet, but from a structure pov, does this mean we'd have Forum and Blogs at an app level? It's okay for me. We'll need additional review teams though -_-
Also, don't capitalize your headings. You're writing about the topic and not an element of the user interface (e.g., Karma gains), and you're referring to the common noun "forum" and not the proper noun "Forum".

I think it would be easier to continue the review live (see last comment where I'm suggesting to move karma points/rights at the beginning since almost all sections are impacted in some ways by karma rights)

This PR adds a page describing how to create, use and moderate a forum. It creates references in the elearning page as karma features are shared. It removes redundant information from the helpdesk/overview/help_center page and links back to the more detailed forum page. task-3283274
