v0.3.1's tag landed in the same push that introduced release.yml, so
GitHub never fired the workflow and nothing was published. Rather than
re-push the tag: the package keeps its unscoped name (pi-threading,
published to npmjs for anonymous installs, gated on the NPM_TOKEN
secret) and the workflow renames it to @ofrbg/pi-threading for the
GitHub-registry mirror. workflow_dispatch added for manual re-runs.
